Pan-African News Wire: America's Plan B In Egypt: Bring Back the Old Regime - 0 views

  • Egypt was never cleansed of corrupt figures by the Muslim Brotherhood, which instead joined them. Key figures in Egypt, like Al-Azhar’s Grand Mufti Ahmed Al-Tayeb (who was appointed by Mubarak), criticized the Muslim Brotherhood when Mubark was in power, then denounced Mubarak and supported the Muslim Brotherhood when it gained power, and then denounced the Muslim Brotherhood when the military removed it from power.
  • Unless a democratically-elected government is killing its own people arbitrarily and acting outside the law, there is no legitimate excuse for removing it from power by means of military force. There is nothing wrong with the act of protesting, but there is something wrong when a military coup is initiated by a corrupt military force that works in the services of Washington and Tel Aviv.
  • Expecting to win the 2012 elections, at first the Egyptian military fielded one of its generals and a former Mubarak cabinet minister (and the last prime minister to serve under Mubarak), Ahmed Shafik, for the position of Egyptian president. If not a Mubarak loyalist per se, Shafik was a supporter of the old regime’s political establishment that gave him and the military privileged powers. When Ahmed Shafik lost there was a delay in recognizing Morsi as the president-elect, because the military was considering rejecting the election results and instead announcing a military coup.

  • Before it was ousted, the Muslim Brotherhood faced serious structural constraints in Egypt and it made many wrong decisions. Since its electoral victory there was an ongoing power struggle in Egypt and its Freedom and Justice Party clumsily attempted to consolidate its political control over Egypt. The Muslim Brotherhood’s attempts to consolidate power meant that it has had to live with and work with a vast array of state institutions and bodies filled with its opponents, corrupt figures, and old regime loyalists. The Freedom and Justice Party tried to slowly purge the Egyptian state of Mubarak loyalists and old regime figures, but Morsi was forced to also work with them simultaneously. This made the foundations of his government even weaker.
  • Just as Hamas was forced by the US and its allies to accept Fatah ministers in key positions in the Palestinian government that it formed, the Muslim Brotherhood was forced to do the same unless it wanted the state to collapse and to be internationally isolated. The main difference between the two situations is that the Muslim Brotherhood seemed all too eager to comply with the US and work with segments of the old regime that would not challenge it. Perhaps this happened because the Muslim Brotherhood feared a military takeover. Regardless of what the reasons were, the Muslim Brotherhood knowingly shared the table of governance with counter-revolutionaries and criminals.

This, along with the ouster of Morsi, is a sign that Qatar’s regional interests are being rolled back too. It seems Saudi Arabia, which quickly congratulated Adli Al-Mansour, is delighted, which explains why the Saudi-supported Nour Party in Egypt betray the Muslim Brotherhood.
  • Despite the media reports and commentaries, the Muslim Brotherhood was never fully in charge of Egypt or its government. It always had to share power with segments of the old regime or “Washington’s and Tel Aviv’s men.
  • The discussions on Sharia law were predominately manipulated by the Muslim Brotherhood’s opponents primarily for outside consumption by predominantly non-Muslim countries and to rally Egypt’s Christians and socialist currents against Morsi. As for the economic problems that Egypt faced, they were the mixed result of the legacy of the old regime, the greed of Egypt’s elites and military leaders, the global economic crisis, and the predatory capitalism that the United States and European Union have impaired Egypt with. Those that blamed Morsi for Egypt’s economic problems and unemployment did so wrongly or opportunistically. His administration’s incompetence did not help the situation, but they did not create them either. Morsi was manning a sinking ship that had been economically ravaged in 2011 by foreign states and local and foreign lenders, speculators, investors, and corporations.
  • Their hesitation at restoring ties with Iran and their antagonism towards Syria, Hezbollah, and their Palestinian allies only managed to reduce their list of friends and supporters.
  • The US, however, will be haunted by the coup against Morsi. Washington will dearly feel the repercussions of what has happened in Egypt. Morsi’s fall sends a negative message to all of America’s allies. Everyone in the Arab World, corrupt and just alike, is more aware than ever that an alliance with Washington or Tel Aviv will not protect them. Instead they are noticing that those that are aligned with the Iranians and the Russians are the ones that are standing.
  • An empire that cannot guarantee the security of its satraps is one that will eventually find many of its minions turning their backs on it or betraying it. Just as America’s regime change project in Syria is failing, its time in the Middle East is drawing to an end. Those who gambled on Washington’s success, like the Saudi royals, the Muslim Brotherhood, and Turkey’s Prime Minister Recep Erdogan, will find themselves on the losing side of the Middle East’s regional equation.

  • There were many reasons to be pessimistic about the Revolution's prospects: Egypt's endemic poverty; the weakness of civil society; the absence of organized political parties, aside from the Muslim Brotherhood, with deep roots; the sharp ideological divisions between political groups; and the overbearing and omnipresent security services and military, both of which remained largely intact after the uprisings. 
  • The revolutionaries failed to recognize the extent of the structural challenges to building a liberal democracy, challenges that may have doomed the prospects of any democratic transition. They should have seen the political process that began with Mubarak’s resignation as a down payment toward a democratic future. But, rather than working with the Islamist forces who had been their allies in the January 25 Revolution, the revolutionaries called their political rivals traitors, transforming them into enemies of the revolution. Revolutionaries eschewed formal politics in favor of demonstrations, boycotts, and strikes, crippling the legitimacy of the elected Brotherhood government. They ignored the fact that the Brotherhood, unlike the military, could be removed from office peacefully by the ballot box.

  • A new dictatorship, much more violent than the one it displaced, is consolidating its control over the country. This time, it enjoys the express backing of the vast majority of non-Islamist political forces, including self-proclaimed liberal parties. Egypt has now returned to the status quo ante, not of January 24, 2011, but of the dark days of the fifties, when the Free Officers, under the leadership of Gamal Abdel Nasser, consolidated their rule by destroying all opposition, from the Muslim Brotherhood to Egypt’s liberal parties.

  • This can be the only explanation for the theoretical and rhetorical acrobatics many are engaged in to reconcile their beliefs in democratic rights and revolutionary transformation with what is occurring right before their eyes in Egypt.
  • The popular use and acceptance of the term revolution to describe the events in Egypt over the last two years demonstrates the effectiveness of global liberal discourse to ‘de-radicalize,’ with the collusion of some radicals, even the term ‘revolution.’

  • The initial demand was for the end of the Mubarak dictatorship and the creation of a democratic system that respected democratic rights -- the essential component of an authentic national democratic revolutionary process. However, the maturation of this process was arrested due to three factors: (i) the seizure of power by the Supreme Council of Armed Forces (SCAF) on 11 February, (ii) the channeling of mass dissent primarily into the electoral process, and (iii) the failure of the oppositional forces to organize sustainable mass structures to safeguard and consolidate the developing revolutionary situation.
  • This is important because the liberal appropriation of the term ‘revolution’ to describe everything from the events in Libya and Syria to the Green movement in Iran not only distorts social reality but also advances a dangerous narrative. That narrative suggests that revolutionary change takes place as a result of spectacle. It devalues organizing and building structures from the bottom up as unnecessary because it is the theater that is important; the episodic show; the display that refutes Gil Scott Heron’s admonition that ‘the revolution will not be televised!’
  • In fact, under President Morsi, the military never really went away. It maintained an independent space in the Egyptian state and economy.
  • For US policy-makers, the Muslim Brotherhood and the Morsi government were never seen as an alternative to Hosni Mubarak. Despite the repression meted out to members of the Muslim Brotherhood by the Mubarak regime, it was well understood that the Brotherhood was part of the Egyptian economic elite and open to doing business with the West. Therefore, Morsi was seen as an acceptable and safe civilian face to replace Mubarak while the US continued its influence behind the scenes through the military.
  • The class-based, social and economic interests of the military mean that it will oppose any fundamental transformation of the Egyptian economy and society, the ostensible aim of the ‘revolution.’ Significantly, this means that the power of the military is going to have to be broken if there is to be any prospect of revolutionary change in Egypt.
  • The demand for the end of the dictatorship was an awesome demonstration of people-power that created the potential for revolutionary change. The problem was that the dictatorship had severely undermined the ability of alternative popular forces to develop and acquire the political experience and institutional foundations that would have positioned them to better push for progressive change and curtail the power of the military. Unfortunately for Egypt, the force that had the longest experience in political opposition and organizational development was the Muslim Brotherhood.

  • The powerful national elites that bankrolled the anti-Morsi campaign and their external allies, including Saudi Arabia and the US, have successfully set in motion a counter-revolutionary process that will fragment the opposition and marginalize any radical elements.

  • They support a form of "lumpen development" -- to use the term originally coined by André Gunder Frank -- that imprisons the societies concerned in a spiral of pauperization and exclusion, which in turn reinforces the stranglehold of reactionary political Islam on society.
  • A strong, upright Egypt would mean the end of the triple hegemony of the Gulf (submission to the discourse of Islamization of society), the United States (a vassalized and pauperized Egypt remains under its direct influence), and Israel (a powerless Egypt does not intervene in Palestine).

  • At the end of protracted negotiations it was agreed that Morsi was the "winner" of the second round.  The assembly, like the president, was elected thanks to a massive distribution of parcels (of meat, oil, and sugar) to those who voted for the Islamists.

  • Too many of those who participated didn’t see – for generational reasons, largely – that in order to hit home you have to have some form of political movement. It wasn’t surprising that the Muslim Brotherhood, which had taken part in the protests in Egypt at a late stage, took power: it was the only real political party in Egypt. But then the Brotherhood played straight into the hands of the military by behaving like Mubarak – by offering deals to the security services, offering deals to the Israelis – so people began to wonder what the point was of having them in power. The military was thus able to mobilise support and get rid of the Brotherhood. All this has demoralised an entire generation in the Middle East.

      Interesting, and questionable, assertion.  Did "the people" really have much to do with the downfall of the Brotherhood?

At the end the ambassador said: ‘Well, I agree totally with that – I don’t know about the rest of you.’ After the guests had left, I said: ‘That was very courageous of you.’ And the MI6 man who was at the lunch said: ‘Yeah, he can do that, because he’s retiring in December.’ But a similar thing happened at the embassy in Vienna, where I gave a press conference attacking the Iraq war in the British ambassador’s living room. These people aren’t fools – they knew exactly what they were doing. And they acted as they did as a result of the humiliation they felt at having a government which, even though the Americans had said they could manage without the UK, insisted on joining in anyway.
  • The Greeks are being punished not so much for the debt as for their failure to make the reforms demanded by the EU. The right-wing government Syriza defeated only managed to push through three of the 14 reforms the EU insisted on.   • So the Greeks elected a government that offered to change things, and then they were told that it couldn’t. The EU is frightened of a domino effect: if the Greeks are rewarded for electing Syriza other countries might elect similar governments, so Greece must be crushed. The Greeks can’t be kicked out of the European Union – that isn’t permitted by the constitution – or out of the Eurozone, but life can be made so difficult for them that they have to leave the euro and set up a Greek euro, or a euro drachma, so that the country keeps going. But were that to happen conditions would, at least temporarily, get even worse – which is why the Greeks have no choice but to resist it.
  • The danger now is that, in this volatile atmosphere, people could shift very rapidly to the right, to the Golden Dawn, an explicitly fascist party.   • I can see why IkhwanWeb was in an uproar: “gender equality” and “advancement of women” certainly sound like the devil’s play thing. A closer look at the declaration shows that an array of topics were covered including the elimination of violence against women of all ages, equality before the law irrespective of gender, and “reaffirms that women and men have the right to enjoy, on an equal basis, all their human rights and fundamental freedoms.”
  • When I read “all their human rights and fundamental freedoms,” I immediately discerned that this facilitates the concept of choice. Now let’s have a look at the reaction from the Muslim Brotherhood on IkhwanWeb. Tackling each issue it has with the declaration, it starts with its own statement: “This declaration, if ratified, would lead to complete disintegration of society, and would certainly be the final step in the intellectual and cultural invasion of Muslim countries, eliminating the moral specificity that helps preserve cohesion of Islamic societies.” Ah, so this is their counter argument – they are afraid of neo-imperialism and the loss of Muslim identity to be swept aside and wholly replaced by some western surrogate.
  • The next point is a lot more concise but just as powerful: This declaration would lead to, “Cancelling the need for a husband’s consent in matters like: travel, work, or use of contraception.” So in essence, the Muslim Brotherhood does not like to see a woman have the basic right to choose her holiday destination or where she goes to work every day, let alone her choice of whether she wants to have a child or not.

Sectarianism and the Copts in revolutionary Egypt | openDemocracy - 0 views

  • Nevertheless, the Muslim Brotherhood and Morsi should not be solely held responsible for sectarian violence (even if they haven't helped matters), as the Egyptian state (especially security forces) are not under the control of Morsi and Coptic mobilization has crystallized.
  • Little has been done, however, to improve the state of the minorities in Egypt and recent attacks on Shiites reveal that it is not the Muslim Brotherhood but the state itself that is deeply sectarian.

  • in the transition period thugs and mobs have replaced the police and established their own rule, creating a black market for small arms. These were the people who attacked the Coptic Orthodox Church’s headquarters in Cairo. Reports suggest that the security forces were also involved or at least did not prevent the attack, although they were present in front of the Cathedral. Although Morsi criticized these thugs and declared he will go after these groups, he missed an excellent opportunity to start reforming the security services by not taking concrete actions at this point. If he did start to reform the security sector, this would not only ease relations between Morsi and the opposition, but also prevent the further alienation of the Copts.

  • The new pope, Pope Tawadros, has been politically much more outspoken and active than his predecessor. Pope Tawadros is smart enough to understand that feloul politics (those of the former regime) will no longer be tolerated in Egypt. He realizes that his base has awakened and that he needs to establish his rule over and against the heritage of the charismatic late Pope Shenouda. Both the church and its Pope will be much more active and demanding in Egyptian politics.

Religion and politics in post-coup Egypt | openDemocracy - 0 views

  • Immediately after the July 2013 coup, Gomaa jumped into the picture again, eclipsing the current Mufti of Egypt (rumours had it that he opposed the coup) and even the Grand Sheikh of Al Azhar, Ahmad al-Tayyib, who was present at and blessed General Sisi’s announcement of his roadmap, including the immediate suspension of the constitution and the appointment of an interim president. Gomaa had established a reputation as an important scholar of “moderate” Islam, calling for dialogue with other religions, and issuing fatwas that supported the rights of women and minorities. Understandably, he enjoys much popularity among the more “liberal” segments of the Egyptian society and the rest of the Arab and Muslim worlds.  
  • Apparently appalled by the unexpected release of the video clip, Gomaa was quick in denying that he was talking about the MB or the protesters and asserted that he meant the “terrorists in Sinai and elsewhere”. Hardly anybody took these claims seriously given Gomaa’s frequent references in his speech to President Morsi’s (lack of) legitimacy. In fact, Gomaa has kept a low profile since that incident a few weeks ago, and it is likely that he would not be playing a significant role in Egypt’s future even if the current regime succeeds in holding onto power.
  • The new Egyptian Constitution (now under preparation by an appointed committee made up of almost exclusively “liberal” figures) will determine the new relationship between the ruling military elite and “official Islam.”

  • Their own decision to take sides in the conflict between the Egyptian military and the Muslim Brotherhood was both dictated by their traditional understanding and has at the same time confirmed this understanding. By siding with the state, al-Azhar has adhered to its traditional views, failing to realize that their position contradicted the discourse they propagated for political reasons in the last few months prior to the coup.  In other words, the fight against “politicizing religion” in Egypt (the main perpetrators of which were taken to be the Muslim Brotherhood) may prove even more detrimental to both politics and religion in Egypt and beyond.

  • he Muslim Brotherhood were mobilized to control the polling stations, which made it impossible for the others to vote, to such an extent that the Egyptian judges who normally oversee the election were disgusted and withdrew their support for the election process. Despite that, the US Embassy and the Europe declared the election was perfect.
  • The Tomarod movement started a petition campaign calling for the removal of Morsi and for a new, real election. 26 million signatures were collected, which is the true figure. Morsi had not taken this campaign into account. So it was decided on 30 June — which is exactly one year after his inauguration — that there should be a demonstration. And the demonstration was gigantic, the largest in the whole history of Egypt: 33 million people moved into the streets of Cairo and all Egyptian towns, including small towns. When you say 33 million people out of the total population of 85 million people, it means everybody.

  • Since the death of Nasser 30 years ago, the top leadership of the army has been controlled by the US and corrupted by the money of the US and the Gulf countries; and they accepted the polices of submission of Mubarak and Morsi. But everybody should know that the Egyptian army is not just its top leaders but also thousands of officers who remain patriotic. They are not necessarily progressive, nor socialist, but they understand that the people don’t want Morsi. The new Prime Minister, Hazem Al Beblawi, I knew him personally. He was a brilliant student of economics. I don’t know what his mind is like today, but he’s a clever man, able to understand that continuing neoliberal policies would be a disaster.
  • Hundreds of thousands who are organized. They are those who started Tamarod. These young people are politicized, they discuss politics continuously. They do not accept following parties; they have no confidence in bourgeois parties, democratic parties or even socialist parties.
  • To have a movement getting together with a minimum common program is important: there are discussions among various partners, particularly with the organizations of the youth. There is a need for a common program which is to meet the immediate challenge; it is not a program for socialism, but a program to start moving out of the trap of neoliberalization by restoring the power of the state, and the other dimensions of starting to move out of the rut of the alliance with the US, Israel, and Gulf countries, and to open new relations with partners, particularly with China, with Russia, with India, with South Africa, so that we can start having independent policies and therefore reducing the influence of the US, of Israel, and of the Gulf countries.
  • First is the task of social justice: it is not socialism. It is a set of good and important reforms of management of enterprises; the end of privatization; recapturing of the enterprises which have been given at very low prices to private companies; a new law of minimum wages; a new law for working conditions, a new law of labor rights – strikes and so on; a new law of participation of the working people with the management of the enterprises in which they would have a say.
  • second task is to address the national question. It is a question of dignity. People want a government that represents Egypt with dignity and self-respect. It means a government which is independent, not one accepting the US’s orders, not standing with Israel’s repression of Palestinians. A government independent of the Gulf countries who are allies of the US, they can’t be anything else. In this context, China has a big responsibility. It would be great if some people in China say frankly : “we are with you and we are prepared, if you ask, to help you solve your economic problems.” Such a declaration would have a tremendous echo in Egypt. There are slogans on the streets of Cairo, “we don’t need US aid, we can also get it from other countries”. We don’t need US aid - which is associated with corruption and political submission. This is called a national independent policy, in order to be able to develop a sovereign Egyptian project.
  • We should have a popular parliament, which is not an elected parliament. It is a parliament which consists of people sent by the organizations of the movement, by the trade unions, by the women organizations, by the youth organizations. This is the true parliament, more than a so-called elected parliament in which the distribution of party is so unequal and biased. You can call it not-a-socialist-program, but a national, democratic, sovereign, and progressive program.
  • On one hand, we can say the US accepted and supported the army and the new government, but on the other hand, they tried to put pressure to bring back the old reactionary, which is not Muslim Brotherhood but the salafists. This is the plan of the US, which is not to help Egypt out of the crisis, but to use the crisis to destroy more.

  • But I do think they are trying to find a new space in the multi-polar world, and this is what I am advocating.  I don’t think that Muslims have an alternative model. An ‘Islamic economy’ or ‘Islamic finance’ doesn’t mean anything to me. But I do think that in the multi-polar world, it is time to find new partners, to find a new balance in the economic order.  And this could help you to find an alternative way forward.

Theoretically, such figures are referred to as ‘the regime’s periphery’. Yet in practice, the so-called periphery might exert more pressure on the leadership than the core.

  • Hamdeen Sabahy is the most famous Nasserist politician in Egypt today. Joining forces with Sisi, Sabahy has hailed the military position in the succession to Brotherhood rule in Egypt, the dispersal of the sit-ins, and the transitional programme. Given his broad popularity within the moderate left, plenty of roadmap confirmations and condemnations of the Muslim Brotherhood duly followed. Hamdeen’s position as centre left – somewhere between worker activists (Kamal Abu Eitta) and social democrats (Mohamed Abul-Ghar) is questionable. Yet proof for such claim is that they were all gathered around him in past elections in which he was the third runner up with 5 million votes. Another response might be, “If not Hamdeen, who?” 
  • Similarly, showing up in a group of young people meeting with El Sisi before the coup, then meeting with international actors before the dispersal of the MB protesters, not only gives a sense of legitimacy to those actions, but also make the floor seem open to other youth movements who might wish to be embraced by the new regime (an offer the MB failed to make).

  • The two rallies couldn’t have been more different. Now that the opposition movement is going after Morsy, it has attracted the Ahmed Shafiq/Omar Suleiman/Amr Moussa crowd, people like some members of my family who aren’t necessarily feloul (pro or affiliated with the Mubarak regime) but who have a morbid terror of the Muslim Brotherhood and political Islam generally. I have a pro-revolution aunt who supported Hamdeen Sabbahi in the first round of the presidential elections and then switched to Shafiq in the run-offs when Sabbahi lost. Not all of this group are affluent or from chichi neighborhoods, but the ones that are were prominent on Tuesday, furiously marching from Zamalek in their velour tracksuits and UGG boots and manicured nails, holding forth in Arabic, English and French about the outrage of it all.
  • People like me who voted for Morsy not out of conviction but to keep out Shafiq are predictably the subjects of considerable vitriol at the moment, perhaps justifiably.
  • However, for what it’s worth, I think I made the right decision as someone non-partisan who doesn’t have any qualms about aligning myself with people I vaguely disagree with against people I strongly disagree with. I voted exclusively to keep out Shafiq and remain convinced that had he been elected, we would have been shafted good and proper and absolutely nothing would have changed.

Obviously the Freedom and Justice Party (FJP) government of President Morsi does not have a broad outlook that is conducive to the overall unity needed to move Egypt forward.

  • The apartment blocks on my street in downtown Cairo have accommodated many cycles of Egypt’s political tumult in the past 18 months. A stone’s throw from Tahrir Square, they have been enveloped in teargas, pockmarked by Molotov cocktails, pressed into use as urban barricades by both revolutionaries and pro-Mubarak militias and provided the backdrop for some of the post-Mubarak military generals’ most violent assaults on the citizens they swore to protect.
  • There are a million empirical holes that could be picked in this chronicle – the only results we have so far (from Egyptians voting abroad) put Moussa and Shafiq in fourth and fifth places respectively while the lazy insistence of characterising Aboul Fotouh as an unreconstructed Islamist (and hence automatically anti-Tahrir) bears little relation to the substance of his support on the ground.
  • Two misapprehensions underpin much of the discussion about the revolution.

  • The first is that the metric of revolutionary success lies solely in the formal arena of institutional politics and the development of democratic mechanisms within it. The second is that Tahrir, along with the ludicrously titled “Facebook youth” who populated the square in January and February last year, is the only alternative space in which pressure on the formal arena is thrashed out.
  • And it’s that energy, that those who benefit from the status quo, from western governments to multinational corporations, really fear. Little wonder that there has been a rush by the world’s most powerful entities – from Hilary Clinton and David Cameron to Morgan Chase and General Electric – to simultaneously venerate Tahrir (as long as the demands voiced within it don’t overstep the mark), echo the generals’ calls for “stability” (shutting down broader discourses of dissent in the process) and form links with the largely neoliberal Muslim Brotherhood (whose policies, despite anguished op-eds in Washington think-tank journals, pose little threat to American interests, and indeed offer up many opportunities).
  • What they’re less keen to acknowledge – because it carries the revolution out of its sheltered borders – are the other trenches that are increasingly being etched at the margins of Egyptian society, dividing those who have reaped pharaonic-esque riches as a result of 20-odd years of “structural adjustment” from those left behind in zones of neoliberal exclusion.
  • Forget Shafiq’s advertising hoardings – the revolution is everywhere and it is potent.
  • As the sociologist Asef Bayat has argued, actions that appear to be individualistic strategies for survival and not explicitly political attempts to bring down elites can, in the right circumstances, become unstoppable and interlinked channels of mass rejection, a struggle for real agency in an era of globalised corporate cosmopolitanism that strives to deny it to so many.
